Position Summary
The Program Implementation Manager will support organization members by overseeing the application, implementation, and continuous improvement of the Cost Model. The Cost Model is a database-driven process used to determine the States’ financial obligations to Amtrak. It is a centerpiece of the State-Amtrak relationship and is critical in supporting passenger rail.
The selected candidate will ensure the successful completion of all technical work related to the Model. The Manager will direct work by staff and consultants to ensure the Model is completed accurately and on time, oversee the development of the Model’s documentation, and identify and implement improvements to the Model’s design. They will also conduct data analysis, write research reports and memos, and field inquiries from staff at State departments of transportation and rail authorities.
In addition, the Manager will be responsible for managing the participation of all organization members in implementing the Cost Model. The selected candidate will build relationships with staff at Amtrak, USDOT, and State agencies, oversee a formal process for collecting stakeholder feedback, and ensure members have technical assistance to understand and interpret technical information. Most critically, the Manager will build consensus around the Model’s results, ensuring the Committee formally approves it each year.
The successful candidate will be highly experienced at managing complex technical projects involving participation from various stakeholders and a diverse team. This Statement of Work (SOW) details the efforts required of the Naval Sea Systems Command (NAVSEA) Headquarters (HQ), Personnel Security (PERSEC) Support Technician – Contractor (hereafter referred to as the PERSEC Contractor). In general, the Contractor is responsible for providing all labor and knowledge required to support the routine processing and follow-up of the NAVSEA Electronic Questionnaire Processing (E-Qip), visitor coordination between Joint Personnel Adjudication System (JPAS) Defense Information System for Security (DISS) Visit requests and the Visitor Control Center (VCC), and verification of security clearance eligibility for badging and/or badge coding for authorized access to NAVSEA HQ buildings, located within Building 197 located at 1333 Isaac Hull Avenue, S.E. Washington, D.C. 20376, on the Washington Navy Yard.
The PERSEC Contractor will provide support on-site, during the hours of operation, between the hours of 7:00 A.M. and 3:30 P.M., excluding holidays. These hours are inclusive of a 30-minute lunch break. The NAVSEA PERSEC Division Head will be responsible for daily work assignments, scheduling, work issues, and processing documentation as discussed below.
The PERSEC Contractor will have the following responsibilities::
• Initiate and Process Office of Personnel Management OPM/Electronic Questionnaire for Investigation Process (E-QIP) investigations for all military and civilian personnel assigned to NAVSEA HQ; remind NAVSEA Enterprise employees of, and, when complete, submit Requests for Personnel Security Investigation (SF-86) via E-QIP; when requested, assist connecting investigators with NAVSEA Enterprise Employees under investigation
